2023 Annual General Membership (AGM) Meeting, held at the Skykomish High School Gym in

Skykomish

Saturday, May 20, 2023 @11 am

Establish Meeting Quorum – Quorum of 51% was not met, the current board remains intactwith no election.

Call to order: 11:05 am

Introduction of Board of Directors: Steve Ahmann, President; Chris Luscher, Vice President and

Treasurer; Christine Hickox, Secretary; Larry Mach, Doug Spingelt, Shannon Lampe. Jennifer Ambrose

was absent from this meeting. Jeff Kirkman of PCA Management (TLV’s property management company

owner) was present also.

Opening Remarks: Nice to meet in person, new signage is now present in the community and discussion on short term rentals.

Presentations:

1. Nancy Yarges: Restoration of Miller River Road. Critical need to repair washout on Old Cascade Hwy and Miller River bridge for fire and snow closures which have been problem recently and is a safety issue for our community. We as a community agreed to signing letter from town of Skykomish in support of the need for an alternate route to get people out of the area in an emergency.

2. Marc Connell: Security in the Sky Valley Area. Crime watch program, increasing crime and vandalism is a problem in our area. Suggestions are video cameras and signage to state we have cameras to help deter crime. Working on crime watch/block watch signage, also advising police on what your property is used for can help on how they respond to an incident. Response can take time to get to Timberlane/Skykomish since they are king county and bordered by Snohomish County – nearest station would be Woodinville/duvall areas, easily 45 minutes for any response/help.

3. James Knisley: King County Fire Department. Discussed importance of working smoke detectors (check batteries every 6 months – fall back and spring forward are good dates to remind you to do this) and change every 10 years. Burn permits are required for all fires, good 1 year and are free of charge. Always great idea to check with DNR, King County or forest service for burn bans – sometimes these three agencies can have differing ban levels. Good rule of thumb for any fire: be sure to have a 10 foot area surrounding space non-burnable and 20 feet from any structure/hazard, a water source (hose or bucket of water), and no fire larger than 3x3 feet. Great idea to have magnet or sign with home address in case of emergency (especially if you have others staying on property, they may not know that address).

Approval of 2022 annual meeting minutes – these were approved.

Treasurer’s Report – Jeff Kirkman and Chris Luscher

Statement of TLV current financial conditions as of April 2023 were shared

Presented proposed 2023/2024 budget. We have changed to monthly bill collecting, seems to work better for the community. Email Jeff Kirkman anytime for any questions on balance due.

Introduction of Candidates: 4 seats were up for election, Larry Mach, Chris Luscher, Shannon Lampe and Doug Spingelt. Since member turnout did not meet quorum, they each remain on the Board.

Water System Report – Water System Committee

There were multiple leaks detected, working on locating and fixing. Pump house will be repainted and generator has been purchased (propane generator) so the pumphouse can reliably work during the more frequent power outages we have been experiencing. Quality report will be sent out annually as per department of health.

Road Report – Road Committee

Potholes are being managed with ground asphalt as filler, more reliable and can use to crown road. Gravel from plowing/overgrowth is a problem and plugging up driveway culverts – it is the responsibility of owners to clear their culverts if they are noticing a problem. As a community, we do not have the equipment to efficiently keep them all clear, if you need help, please message us.

Plowing this winter, please indicate if you need/want winter access as these will be requested as priority in the event of heavy snowfall. Rob can help with removing berms but it is property owners responsibility to clear your own driveway and potentially berms.

Announce New Board Members – New election to come since no quorum was met

Discussion:

1. Short Term Rentals. Residential STRs are allowed, bylaws allow for these, there is an expectation that renters would be respectful of our community. Suggest house rules to beadvertised in rental properties: what is acceptable, rules of the community to make good renters.

Summary: We do not have the authority to require minimum or maximum stays in rentals.

Speed bumps were a consideration to slow drivers down.

Directory for Community went live this past week, tlvskykomish.com, can opt out but great resource should you need to reach an owner.

2. Voting by Mail. Amendment to CC&Rs would be needed to allow for vote by mail. At same time we could consider lowering the quorum to 30%. It is at 51% now and seems to be hard to meet that.

3. Chipping/Trees in the east park and watershed areas were done. There was a question from some owners on if this can be done added for an annual fee and if this should be owners responsibility. Discussion was that it is your (each property owner’s) responsibility as an owner to manage/take care of your property and that not all need this service – many owners can pool together if needed to do this. It was brought up that this had been done in past – recall this was after a large storm and bigger need for all so exception was made that time.
